Step one: Have someone else catch them for you.
Step two: Set up giant wading pool in the mall pedestrian street and fill with water.
Step three: Dump fish acquired in step one into pool.
Step four: Hand out buckets, nets, or simply use your hands to catch the fish.
I was told these fish are for pets, not food. During the day when I walked by, there were lots of kids "catching" fish. Then they'd just dump them back in the water. Some fell on the floor and grandma would just reach down, pick it up, and toss it back in.
